INDEPENDENT LIVING APARTMENTS
at FRANCES TOWER
Frances Tower, formerly Hotel Frances, is an eleven story housing complex for seniors in downtown Monroe. Phase I of the project involved renovating the Monroe Housing Authority's main offices, which are located on the first floor, and exterior enhancements. Phase II consisted of renovating the 211 apartment units and common areas.
